Regulatory framework
This Ordinance provides for the creation of the Water Board. The Board shall control, manage, maintain and supervise all watercourses and hydraulic works in the distribution area ("the Colony") and provide an adequate supply of water to consumers (art. 8). The Board may, with the approval of the Administrator in Council, issue regulations relating to the matters listed in section 10. The Board may impose rates for water service (art. 12). The Legislative Council may, from time to time, by resolution, declare that any watercourse shall be subject to the provisions of this Ordinance (art. 16). (26 sections, two Lists).

Given that rainfall is the only source of water in Saint Kitts and Nevis, and that demand for water is expected to double in the next ten years due to tourism and agriculture, ensuring access to a sustainable water system and drought prevention system is crucial to the livelihoods of island communities.Water availability for agriculture and livelihoods was not a major problem in the small island state until 2015, when the first drought occurred. Drought required immediate action and the development of a long-term strategy to increase resilience to the impacts of climate change.
