Strengthening Drinking Water Boards in Río Negro
The Territorial Development Program - Topo Hydroelectric Power Plant has established four dimensions of development: education, health, drinking water and sewerage, articulating these sectors with the highest-ranking definitions established in the Territorial Development and Planning Plan of the Parish of Río Negro to 2020 (PDOT Río Negr0 2020). Specifically in the Drinking Water project, one of its components seeks to strengthen six Drinking Water and Sewerage Administrative Boards (JAAPAs) existing in the area of influence of the CHT, which present significant problems related to the governance and administration of drinking water systems, for which it has been deemed pertinent to determine the training needs, training programs, improvement plans and monitoring to guarantee efficient and sustainable management of the drinking water systems and projects programmed in the PDT. On the other hand, the Inter-American Institute for Cooperation on Agriculture (IICA) is the organization of the Inter-American System specialized in agriculture and the rural environment, whose purpose is to provide innovative technical cooperation to the Member States, which contribute to the sustainable development of the rural populations of the Americas. IICA, as an international cooperation organization, has previously provided support in the implementation of agricultural and rural development programs and projects in the Rio Negro parish, and IICA also has significant experience in capacity-building processes in the integrated management of water resources within the framework of priorities agreed upon with entities from the public and private sectors. Based on the above, the Company ECUAGESA S.A. has requested the technical cooperation services of IICA to implement a specific capacity-building and technical assistance process for the JAAPAs in the area of influence of the Hydroelectric Power Plant.
